Japanese Good Service Badge

Here is a badge where i have not figured out yet exactly what kind it is. It came in a small grouping, and i was told it is some kind of “military youth” award. The items in the grouping are named to Kobayashi Yutaka. Rich from imperialjapanmedalsandbadges.com (a site well worth visiting!) could help me a bit and translated the inscription. It says “Good Service, 2nd Class Award, Tokushima Prefecture”. If anybody out there knows more about this kind of award please let me know!

Here is another pic of the document  that came with the badge. It could be a certificate for Kobayashi Yutakas uniform?

Next is his “Seinen Kunren Techou” (~young man’s practice notebook), something like a service record for military training before entering the army i guess.

Back, he has written his name in the box on the left side, Kobayashi Yutaka(?)
